Then first fix Africa. The world is more than happy to loot the country for diamonds and it's been doing that for centuries but what do you see going back. Moreover, what is the disposition of what actually does make it back there.
A few countries in Africa are economically-stable but not many and the end of colonialism meant the countries were abandoned when they gained independence.
The responsibility did not end when independence came as the country was already broken by the foreign usurpation / domination of the economy and there is a moral obligation to make things whole again.
The same applies to what America did to Iraq. Simply withdrawing the troops doesn't work as that leaves behind a vacuum and Africa shows precisely what happens when you do that. Given that history, ISIS should not have been too much of a surprise as the Middle East has always been run by strongmen and ISIS tries to be the new one. So what. You can advise them as they grow but you can't force them to do anything. And what misguided fool sells them weapons.
No-one can go into Africa as the Great White Savior as that was tried once before and you saw how it went. However, a responsible program of nutritive support is worthwhile as it's the international equivalent of teaching a man how to fish.
It's my view there is a moral obligation to teach everyone how to fish and, behind that, racism will evaporate.
It's been a racist rallying call to send black people back to Africa as if that is some kind of punishment. Right now it is but only because the country has been systematically looted and other countries still steal their fish routinely. If Africa is assisted with education and effective support in something of the line of the Marshall Plan then conceivably it becomes a rich man's retirement dream just as is Costa Rica right now (and they don't like it either) and sending someone to Africa would not be a punishment at all.

I dont believe racism can be fixed. Because it is too easy to hate people you have not meet.
Look how ugly people can be on the internet They would never act or talk like that face to face
Anonymity is mixed on Twitter and yet trolls abound. I think that's where the most vicious stuff takes place.
I don't know if it can be cured but I sure would like to take a whack at it along the lines I mentioned. We can focus forever on cops shooting black guys but it goes nowhere. Some percentage of cops are not very good people. Most of them are not that way but some really suck. That's a symptom to me of a much larger thing rather than being, in itself, the disease.
