It's generally better if you have a somewhat better idea of who you are before making a statement like that as the Confederate battle flag never flew over the Capitol in South Carolina before 1961. It was not installed by veterans of the Civil War but rather was added to emphasize the protest by the South against forced desegregation.

In other words, it wasn't a racist symbol until the New South made it that way in using it to protest desegregation and it retains that 'value' to this day. Any other value it had regarding a memorial to those who fought in the Civil War is a disingenuous smoke screen to obfuscate the real reason for flying it which was made obvious by the timing of when the southern states started doing it or making it part of the state license plate, etc.
The North didn't disgrace the Confederate battle flag as the South did a quite comprehensive job of doing that themselves and Lindsey Graham carries that new tradition forward to this day.
