Maybe you think drugs do this but the set is after he got clean. There may be some rule Sam didn't break but it would take some while to find it. Nashville banned burying elephants within the city limits. He probably did not violate that one.
Note: we assume Nashville has that law because at some time in its twisted history as Guitar City, some wiseguy got the brilliant idea. 'Well, I've got this dead elephant so let's just dig a hole in the backyard to bury it.'
That made sense back then in Nashville but not so much to cops who determined, yes, law is necessary to prevent any recurrence. Even then, your government was looking out for you.
