It's not that the best minds are in the military as that's obviously not true but scientists at Lawrence Berkeley National Lab, arguably some of the absolute sharpest in the world, are making more ridiculously expensive war toys. Even better, they're not copying the Russians this time but rather Klingons (RT: Ultrathin 'Invisibility Cloak' Can Match Any Background)
As to any 'best minds' in the military now, they're playing war games at the Pentagon with the scenario of escalated aggression from Russia. (Foreign Policy: Exclusive: The Pentagon Is Preparing New War Plans for a Baltic Battle Against Russia)
Since the Pentagon's apparent conclusion is such a war cannot be won, there is only one answer they know: more money. This time they can buy invisibility cloaks and put that over the tanks so they look like bicycles.
They don't have the best minds in the military, they don't even have good ones.
Note: making a tank look like a bicycle is possible according to Xiang Zhang, director of materials science at Lawrence Berkeley National Laboratory
Look at the bright side: it couldn't possibly be more of a financial and military disaster than the F-35 program.
