There wasn't just one Lizard King and these men gather to Summon the Lizard in South Korea where the tradition has been practiced for centuries in times of special need. These are surely times of special need so the supplicants come to show their willingness to serve him.
These Devotees of the Lizard were told Japan is coming back to take their women again to make them comfort girls for their troops and they see Japan getting steadily more militaristic so they see only one answer, Summon the Lizard.
Ed: what about North Korea?
Easy. They hate Japan too.
