The START talks are the discussions to limit the number of nuclear weapons at the disposal of the United States and Russia. The last limit which got any publicity was for fifteen hundred strategic nuclear weapons for both sides. The actual number of nuclear weapons the U.S. has employed right now is about four thousand eight hundred but it's unknown how many are strategic (i.e. big bang) versus tactical nukes (i.e. nukes for battlefield convenience).
Not surprisingly, John Oliver has addressed the matter but his investigation brought out some things which will stun you.

Meanwhile, Carly Fiorina goes on "The Tonight Show" and sings to her dogs, Carson barks like a dog, and all the while Trump and Bush throw mud pies at each other. They're a direct insult to all of us through their neglect of a major problem and it's one which is not getting nearly enough attention by anyone, as is shown in Oliver's video.
On top of this is the fact Obama has done almost nothing to push START forward during the entire course of his Presidency. Prior to that time, there were significant reductions but this goes back many years. Don't read this to mean Obama was bad but Bush was good as the latter didn't do much either. The rate of reduction from START is and has been almost at a standstill.
Meanwhile, on the Democrat side, Clinton takes money from male billionaires via her super PAC and spends it to tell women how she will work for them ... and they believe it.
Out of that lackadaisical approach to such a major problem shows me a poll-driven opportunist rather than a leader and, you can see much more easily from the video, the problem of nuclear weapons will not wait for around for shadow boxing with social issues, it has waited too long already behind blatant pandering by politicians of things which are fantasies but pleasing to voters. Example: just keep things going as they are and we will find that rainbow one day. Trust us.
