There really are no significant contenders relative to these two for pure evil. Andrew Jackson owns the Cherokee Trail of Tears and one of the most astounding acts of cultural genocide of any time in history through his decimation of native Americans. Dick Cheney owns the Ten-Year Trillion-Dollar War for Nothing and no-one has any good idea of how many people were killed by it as there has hardly been a word of truth from him or anyone associated with it since its inception. The shooting continues so no-one knows the final body count anyway.
Body Count: Jackson takes it as he didn't wipe out cities and towns, he wiped out entire cultures and did his best to destroy what remained of the others by putting them on reservations. To this day the GOP denies any responsibility for any of it.
Damage to America: Despite his savagery, the integrity of America, largely through massive denial and whitewashing of the history, was not significantly sullied by Andrew Jackson whereas the shame over what happened in Iraq is global and persistent.
Financial Impact: Cheney wasted more money than the entire country was worth when Jackson was President.
Tactical Significance: Cheney wins again as there was no significance to invading Iraq and he at once greatly reduced military readiness for any real threat.
Sleaze: Cheney has denied everything and blamed most of it on Obama. He claims Iran didn't do any nuclear work during the Bush the Lesser administration but the fact is Iran installed about five thousand centrifuges for nuclear research in that time. Conversely, Jackson made no attempt to hide what he did and is actually regarded as a hero for it. What he did was stone evil but it wasn't necessarily sleazy so Cheney takes the win again.
This looks like a clear win for Dick Cheney as the Worst American Who Ever Lived. It's a stiff contest from Andrew Jackson who was such a vicious, cold-hearted bastard he never deserved to draw a single breath of oxygen but, amazingly, Dick Cheney was even worse.
