Plenty of money for SWAT teams and military weapons for cops but not for 911:
John Oliver does not do hack jobs and the research to all of these shows is impeccable. This is no cheap shot and 911 systems are poorly-organized. As you may guess states rights have a great deal to with it as Maine has implemented an excellent system whereas is incredibly inept.
The short read is when you call from a cellphone, the 911 dispatcher will have one hell of a time locating you and that's not the dispatcher's fault but rather poor technology supporting her.
