Christo has been making high-spectacle art for many years and he delights in making things which elicit scoffing from people who rail, that's not bloody art. One thing we notice about the critics is people who tell you what art is not rarely have any coherent idea of what it is.
Something I did not know previously about Christo is he paid for this himself and, all told, it cost seventeen million dollars since the "Floating Piers" project was bigger than this piece of it. Unless this is a commissioned piece of art, who else should pay for it.
I expect for someone who presumably carries such prestige that it would be commissioned so I was surprised
