There are some who embarrass the police department and others who disgrace it. Frank Phillips takes it all the way to the point of making it understandable how easy it was to get German prison camp guards to do what they did.
Phillips strangled a kid in handcuffs and then slapped him further after he was unconscious. There are pictures of every stage of it along with several other cops watching him do it. The consequence to Phillips for doing this: nothing. At the time it was said he was fired by Sheriff JJ Jones but this was bullshit too. Instead, Jones put 'Other' as the reason for termination (as opposed to 'terminated for cause,' etc) and the result is that Phillips will retire with full benefits. (WBIR: Deputy fired for using excessive force takes deferred retirement)
