It sounds like the demon Socialists have generally have the same philosophy as America and who does it best doesn't seem to apply seems it sounds like close to a wash. It's probably / may be safe to say America actually spends more but somehow gets less. The government seems to do that repeatedly and AI auditors will derail that speedwagon in doublequick hurry.
Right now big systems aren't particularly good at monitoring big systems and that's true for private as well as govt because you can see private operations rolling over all the time. Govt systems aren't permitted to roll over and they just get bigger. Auditing has been rather less than successful and military accounting is one of the worst but it's hardly novel for that.
Enter Artificial Intelligence and auditing because all of those systems are filled to the roof with numbers which an AI auditor will eat up like cotton candy. What's more the AI can see the patterns within the numbers and now you have an auditor with some balls. Shouldn't be too long in coming.
Seeing America lead in a positive way would be an excellent thing to see so that comes back to using retired Army bases for housing people and much of that may be barracks but how about your incoming people are tasked with building out their own partitions within the buildings and they must stay within whatever specifications the managers deem reasonable, presumably some kind of standard. Say the state provides the material but the newcomer has to provide the elbow grease. Once they're filled to appropriate occupancy across the camp, this one is filled-up.
Yesterday it came up buses are the answer to moving people in and out of whatever nearby city for better jobs, if any. Fair enough as these aren't rich people and pink Cadillacs will be sparse. A decent bus gives a good ride with swell air conditioning and that's a fair effort to help people come back fully to life.
Meanwhile, the bases outside cities usually have quite a bit of land so why not grow crops on it. Growing reefer won't go well because it's still a Federal crime even while states legalize it. That's not a test any wise man wants to push on government land. There's the danger of the place turning into a work farm since no-one really owns it so someone needs to run it and ensure workers are equitably paid for their work.
Yesterday the post HQ was mentioned as central offices. There has to be some sort of official management of the place or poor results are likely but the same offices can be used for various types of work training as is practiced by various social working facilities which work with challenged people to be able to do anything productive. The homeless people aren't challenged in the same way but they were sure challenged by something so this is in part the helping hand aspect. There can't be any giveaways as everything which comes has to be from work or what is the place really more than an internment camp.
So far the government hasn't put a pile of money into it except for building materials and that's just pine and sheetrock from a lumber yard. Sure you need kitchen / toilet fixtures and this and that but this is hardly going to break the Fort Knox gold stash. Besides the residents improve the facility by moving into it so it's a net gain for the government in increased value if it's run worth a damn.
Of the solutions I've heard, this actually is the one I like the best. Subsidizing housing in the city is a high-ticket solution even when it's cheaper than leaving people on the street. It seems if the Army post solution goes in much better directions for much less money. It's going to cost money any way it goes so the best bang for the buck seems the move to me.
Not enough surplus Army bases exist to house existing homeless people so this is where we get some Habitat for Humanity into this. The people will build the house so long as you help. Maybe you must have kids to qualify for one and whatever you like but the object is not to permit big houses and go with the suburban uniformity of fifties and sixties to prevent them acquiring artificial value. Help them build prefab homes just as it was done then but with a strong eye to the area used as farm land because the place has to be as self-sufficient as possible.
This sounds like a Jimmy Carter Dream Team to me of homeless people building, in effect, artificial villages because, as hammered yesterday, it's likely more homelessness comes so how will the country deal with it.

One more as drunks don't qualify. They're dangerous to everyone around them and you know as well as anyone if they don't take the Twelve Steps under their own volition then it's never going to happen and they will wind up in the gutter every time. That's a whole different problem to solve with drunkies and drug addicts.
Maybe those go to Army camps as well but those ones won't let you leave. Likely only motion sensors are needed to enforce it since they aren't the types to dig tunnels but they will definitely try to walk forty miles for some smack.
Maybe it's all a large Jimmy Carter Dream Team project and all toward the goal of as much self-sufficiency as possible. The alkies and the junkies will have farms as well and working on them is part of your Twelve Steps. Take the walk or waste away but you won't get any junk.
We need one more thing as these people cannot be hounded by debt collector goons in these places. Some significant number of homeless people got that way because of backbreaking debt and it still exists even when everything they have is gone. There needs to be some sort of counseling to find solutions instead of perpetually more punishments.
Cost too much? You're paying the freight already, spending too much, and getting a product that sucks. If you want the quality product, you need to pony up some dollars for it in the right direction and that's only basic arithmetic.
