GraphicConverter is likely on every Mac everywhere as it's one of the best values since it's only about forty or fifty bucks, massively less than Photoshop, and it's great for editing pics, slapping captions on them, etc. I'm not sure how much for the software because I licensed it so long ago and it's been one of the most effective tools I have.
If you want to get more glossy, you may want to play with PixelMator, possibly the most awkward software name evah, but it's good for adding over-dramatic features to photographs. It's also good for making signs of various kinds and it's a similar good value to Graphic Converter.
