Werner Herzog is one of Germany's foremost directors and he has taken on the death penalty in his movie "Into the Abyss." If you check out the comments on YouTube, you'll find one after the other from people, undoubtedly Americans, who are saying they're glad killers get what they deserve. My only comment was that it's impossible to differentiate an executioner from a murderer.
I have not seen the movie but I will try to find it. Watching such films is massively painful but I believe we have a duty and I'm glad Herzog stepped up to it.
As to what dogs would do, they sure as hell don't kill each other. (Some can be trained to do it but not otherwise.)
