Why Don't Arabs Help Somalia

Cat and I were talking about Arabs and how well some of countries take care of every person of that nationality with money, medical, all kinds of things.  There's the astounding wealth of Dubai and this is fantastic if you live there but means slave labor if you don't.

What's mystifying about this astounding wealth is how they little they do outside their own borders.  Where this is most puzzling to me is why they do nothing about Somalia.  Every ship passing there is vulnerable to piracy so it seems it would be of value to every country in the world to stop that.

Pirates have, I think, been handed somewhere around four hundred million dollars over the last ten years but this is small change relative to the vast wealth of the oil-rich Arab states ... yet nothing happens.

The object is not to pay off the pirates to prevent them committing any more piracy but rather to shore the country back up again so Somalia can start trading in whatever the hell comes out of Somalia.  If there isn't anything then it's no huge deal to plant some business there to make parts for something as sure as hell the labor wouldn't cost much.  Whammo, there's an economy and the world starts rising.

I don't see why this is so fanciful as any dime-store project manager could put it together given an adequate budget to make it happen.  The reason that budget is owed to these countries is that all the way to today much more is taken out of Africa than is returned, particularly at the corporate level.  It seems to me it makes more corporate sense to re-invest in the countries currently being raped such that they become more powerful economies and consequently more aggressive consumers instead of being run into the ground.
