The article on introducing FBI's Carnivore to CircleJerk got a bit of attention so maybe it would even work.
To catch a mouse, you need the cheese. With those guys that's going to be porno or bank secrets although there is no telling which will draw them fastest.
What you need to model in software is an online storybook. It's got to have all the teasers that creeps like such as pedophilia, plastic explosive, suicide bombing ... and so. There is no plot beyond that of the story as nothing in it is real, it only seems that way. Welcome to the world of NSA rat traps.
As mentioned in the previous article, the links need to follow some sort of loop back to the origin and the cleverest ones will make a Möbius strip out of it so they don't even know if they are up or down anymore. If the loop repeats the previous iteration then they will be onto it so your 'clues' need to be regenerated. Since they're complete bullshit, that shouldn't be terribly difficult.
To make this irresistible to creeps, encode it. You've got to be careful with this as it mustn't be a code that's too hard for them to crack or then you wasted all your cleverness in writing the story. You'll just end up in court because I'm pretty sure it's still illegal to use such powerful encryption that the Feds can't crack it. That's what killed PGP (Pretty Good Protection - encryption software from some years back). The objective is to make it attractive not to make it impossible.
My personal recommendation for a punchline, should you ever give them one, is to let them discover the plans for using the hedgehog farm in Canada to stage a large scale invasion of Kansas to eat all the wheat fields. You might want to use your own on that.
The big win on this is if it's credible enough that it gets to CNN that they're investigating it. This also means there's a good chance you'll get arrested and they'll take the computer but it would be tough to beat for comedy. FBI intercepts Silas Scarborough on his Plans for a Hedgehog Invasion. I would only need to see that one time and die at peace ... although I would have to finish laughing first.
What burns my ass is that they peeped Angela Merkel's cellphone. What man ever does that to a woman. If you have an answer, I don't want to hear it. A man does not do that to a woman. If you don't trust her, walk the fuck away. Since those creeps do stuff like that, I figure it makes it a fair game to screw with them so long as there's no real crime. Angela Merkel was such a criminal, right?
